MOMENTUM Safe Surgery in Family Planning and Obstetrics is a new USAID funded program initiated in September 2020 and active through September 2025. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH) and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH). MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs).
The Technical Advisor – Gender, Youth and Social Inclusion leads the integration of gender and youth transformative and socially inclusive programming elements in the MSSFPO project in the DRC in accordance with global best practices, donor and EngenderHealth’s requirements. The incumbent will participate in strategy, program implementation, program monitoring, and evaluation in relation to gender, youth and social inclusion integration in all projects. This includes capacity building and technical assistance to MSSFPO consortium team, government, civil society and community stakeholders.
This position works closely with the GYSI team at EngenderHealth, and provides leadership, guidance and technical support to the DRC team, in designing, implementing and documenting GYSI focused programming. This role is likely to require up to 40% travel.
The Technical Advisor- Gender, Youth and Social Inclusion will:
- Provide direct in-country technical assistance to MSSFPO project, to partners, community-based organization as appropriate within area of expertise
- Act as GYSI focal point on project activities in country
- Work in close collaboration with the Global GYSI team to produce a DRC specific GYSI strategy
- Ensure the consistency and high quality of the gender, youth and social inclusion related technical work carried out under all platforms across the projects
- Regularly produce reports documenting technical assistance activities, and communicate achievements to collaborating institutions, other in country partners, donors and EH headquarters
- Ensure effective communications within the in-country team
- Lead the MSSFPO GYSI Analysis and Risk assessment for DRC
- Develop a comprehensive Do No Harm Framework (DNHF) for MSSFPO DRC and orient teams on DNHF implementation.
- Contribute actively to professional development of other team members, and support GYSI marker roll out at the country level.
- Support the roll out of GYSI strategy and Gender Equity, Diversity and Inclusion (GEDI) policy, including contextualization of the GEDI policy for the MSSFPO offices/ teams within DRC
- Capacity building of MSSFPO teams on Gender, youth and social inclusion, using EngenderHealth’s GYSI staff training manual.
- Represent EngenderHealth in key national and regional fora that advance gender, youth and social inclusion issues
- Any other tasks assigned from time to time.
Must possess the following requirements with or without a reasonable accommodation.
- Advanced degree in gender, public health, social sciences, international development, or related field.
- Advanced skills and expertise on developing GYSI related capacity building resources and experiences in capacity building on GYSI. Minimum 5 years of experience in implementing gender, youth and social inclusion focused development related programs in DRC
- Strong writing and oral communications skills in French and English.
- Ability to travel approximately 40% of the time (equivalent of 16 weeks annually) to work with EngenderHealth’s field staff and partners.
- Experience in integrating reproductive health interventions in public and/or private sector interventions.
- Experience in representing organizations in national and global technical fora.

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS
- Fluency in in French and English including business and healthcare term
- Experience working with multiple donors and multilateral institutions, e.g. USAID, DFID, WHO, UNICEF, UNFPA.
- Good knowledge of DRC gender, youth and social issues (health, education etc..) is an asset
- Experience in advocacy and external high-level representation.
