PATH seeks an Interoperability Advisor in DRC to support a potential CDC-funded program titled “Enhancing Global Health Security: Expanding Efforts and Strategies to Protect and Improve Public Health in the Democratic Republic of the Congo (DRC)” The project goal is to improve prevention of avoidable epidemics, including naturally occurring outbreaks andintentional or accidental releases of dangerous pathogens; improve ability to rapidly detect threats early, including detecting, characterizing, and reporting emerging biological threats; and to improve capacity of rapidly and effectively responding to infectious diseases and public health threats of international concern.

The Interoperability Advisor will work closely with the PATH DRC and global teams and in collaboration with donors as well as national and international project partners to install and operationalize at the national EOC a digital platform that can integrate and manage surveillance data from the 4 Surveillance pillars (Geo-physic, Human, Animal and Environmental) in the DRC; connect and monitor the day-to-day functionality of each pillar linked to its laboratory to the main Emergency Operations Center; analyze, visualize and share in real time collected data to the decision-makers; coordinate, facilitate,data sharing with data managers working at the MoH in the Information Health System (HIS); cooperate with ANICiiS to update data management softwares at the EOC according to new technology discoveries. The Interoperability Advisor will support the MOH to use standards to enable data exchange and advise the MOH on how to better use data from interoperable systems.  He or she will also play an important role in building regional capacity of the use of data from interoperable systems. He will be sharing EOC functionality update to the EOC Director and core team to prepare decisions to be submitted to the high level of the MoH or the Presidency; conduct the day-to-day project activities with the Ministry of Health Directorate of Laboratories and health system stakeholders to establish linkages between surveillance data and laboratory test results within DHIS2, support the integration of vertical disease sub systems into DHIS2, improve the quality of existing data in DHIS2, and build capacities at health care and laboratory facilities on effective use of DHIS2 for data analysis.

This position will be based in DRC under the supervision and direction of the Project Director with additional guidance and support from PATH global technical experts in global health security, digital health, diagnostics, and monitoring and evaluation.

Key responsibilities include:

  • Collaborate with health officials from relevant departments of the Ministry of Health… and national institutions for project implementation.
  • Support the MOH to enable system interoperability of  digital tools aligned with their national digital health strategy
  • Participate and engage with the global community on OpenHIE and other data exchange infrastructures in order to advise the MOH
  • Provide technical assistance and advice regarding health information system at the national and sub national levels
  • Coordinate with partners to ensure the appropriate registries such as master facility lists, are updated and used by systems to exchange data
  • Support the implementation of data validation and other quality assurance activities to verify appropriate system data exchange
  • Participate in data quality assurance activities.
  • Participate in other projects related to the Global Health Security Portfolio as needed.
  • Any other duties assigned by the line manager.

Required skills and experience:

  • An advanced degree in IT, software development, or related field preferred
  • Minimum of six years relevant experience implementing public health projects.
  • A minimum of 3 years project management experience with progressive work responsibility.
  • Experience using DHIS2 and Laboratory Information Systems preferred.
  • Understanding of collection and analysis of quantitative data for epidemiologic research required.
  • Demonstrated skills in collecting, managing, and analyzing complex data sets.
  • Experience with epidemiologic surveillance methodology preferred.
  • Working knowledge of laboratory methods for diagnosis and/or surveillance of infectious diseases, including techniques for specimen collection and processing, culture, serology, and molecular testing.
  • Experience implementing public health projects including design, M&E, and reporting.
  • Proven experience working with the Government of DRC, donors, NGOs, and the private sector on infectious disease programming.
  • Experience working in hospital or reference laboratories in DRC strongly preferred.
  • Understanding of infectious disease epidemiology and microbiology.
  • Strong interpersonal skills with proven ability to work effectively with diverse project teams and partners at the local, national, and international level.
  • Strong organizational, prioritization and workload management skills.
  • Fluency in spoken and written French and English.
  • Strong experience with Microsoft Office Products (Word, PowerPoint, Excel, Outlook).
  • Willingness and ability to travel within DRC as requested.
  • Must have legal authorization to work in DRC.
