Station Administrator

Contexte et mission :

Role and responsibilities
Provide leadership in the administration of the Station including supervision of all support service
staff responsible for human resources, finance, IT/Computer, travel services/protocol, procurement,
stores and shipping, general operations, facilities management, equipment and vehicles, safety, and
Implement and ensure compliance with IITA policies and procedures, and host government laws
and regulations, while providing guidance and advisory support to staff on such matters.
Revise, recommend and after approval of the head of the station, implement methods and procedures
to improve the efficiency and effectiveness of the administrative functions.
Assist the Head of the Station in liaising with the government agencies and offices as may be
requested from time to time.
Directly liaise with Kinshasa Office on protocol and other matters that are relevant to IITA's operations
Assist the Head of the Station to administer agreements undertaken with hosted institutions and
Prepare, manage, and monitor the station's operating and capital budgets.
Assist scientists and program staff' in the preparation and monitoring of their projects' budgets
Manage day to day financial responsibilities such as preparation and authorization of purchase
requests, expenses, and travel reimbursement requests Manage the station's cost recovery system
Authorize allocation of charges to approved budgets on a regular basis.
Participate in updating HR policies, guidelines, and manuals
Oversce all personnel-related matters including recruitment, induction, compensation, welfare,
medical and accident insurance, health & safety.
Oversee labor relations matters which may include contract negotiations and contract interpretations
Oversee investigation of employee complaints following IITA's and host country policies and
Liaise with appropriate support service unit heads at HQ or hub office to arrange services for the
station as may be required.
Oversce custody of all office assets including regular updates of the asset register and their security
Oversee and keep up to date the station's security and evacuations arrangements.
Oversee implementation of recommendations made by the risk management committec
Maintain an effective electronic and manual filing system for records on all administrative functions
and services.
Lead monthly staff meetings and events to promote team spirit and staff interactions
Promote accountability in the workplace amongst all direct reports through coaching and counseling
Always ensure confidentiality and professional integrity
Any other duties as assigned by the supervisor.
As a member of the Station Senior Management Team, contribute to the management meetings and
update on issues related to the station administration, finance, etc.

Profil recherché :

Qualifications and experience required
Bachelor's degree in business, finance, accounting, or other related fields. At least 5 years
progressively responsible professional-level administrative or financial experience i international
organizations. A Master's degree in a related field is an advantage. Experience with Oracle accounting
systems, previous supervisory and project management experience preferred.
Considerable knowledge of the DRC labor laws.
Extensive related experience in supervisory or administrative work.
