NUTRITION PROGRAM MANAGER

INTRODUCTION:

Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country. The Democratic Republic of Congo is acknowledged to be one of the most difficult countries in which to grow up. Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labour, sexual abuse and abandonment.

Working with partners, Save the Children currently operates in North Kivu, South Kivu, Ituri, Kasai Oriental and Lomami provinces, implementing 25 projects worth 20M USD in 2017, with around 300 staff members providing humanitarian and social services to over 1 million children every year in DRC in the thematic areas of Education, Child Protection, Health and Nutrition, Child Rights Governance and Child Poverty.

ROLE PURPOSE :

The Nutrition Programme Manager, with support from the Nutrition Technical Adviser, Area Manager and the Humanitarian Programme Manager, will be responsible for the implementation of all Nutrition programmes for the Center Area Office. The Nutrition Programme Manager will be expected to :

  • Deliver programme results on time and within budget, and to ensure that all program implementation meets SCI quality standards.
  • Manage and implement monitoring and data management systems,
  • Deliver donor reports on time and with sufficient quality to maintain a positive, trusting relationship with the donor,
  • Ensure the rationalized use of financial and human resources during implementation,
  • Work collaboratively with the Supply Chain team to timely, effective and accountable management of the supply chain, including procurement, for the Nutrition programmes, and
  • Coordinate effectively with health and PRONANUT authorities in Mbuji Mayi and Mwedi Ditu, maintaining a positive and transparent relationship.

The Nutrition Programme Manager will also input into or play a major role in needs assessment, programme design and budgeting for future nutrition programmes.

KEY AREAS OF ACCOUNTABILITY:

General management

  • As a senior member of the DRC Country Programme, demonstrate behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme.
  • Contribute to a conducive and productive work environment and to the wider country programme agenda.
  • Participate actively in all meetings, planning and review activities, providing enhanced insight into Nutrition programming.
  • Support or lead donor visit to project(s), as required.
  • Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
  • Comply with and promote Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Programme Management

  • Responsible for delivery of all nutrition projects in the Center region, on time, on budget, ensuring all implementation meets SCI programme quality standards
  • Ensure the effective, accountable management of people and budgets under the Nutrition programme; where necessary, restructure the team or re-align budgets to ensure effective and efficient delivery
  • Deliver donor reports on time and with sufficient quality to maintain a positive, trusting relationship with the donor,
  • Ensure compliance with donor, SCI, Ministry of Health/PRONANUT procedures and protocols, organises regular quality control supervisions
  • Prepare procurement planning and monthly expense projections (forecasts)
  • Oversee monitoring and data management systems, including the use of IMPACT, and with support from the MEAL team, ensure good data quality and analysis of the same
  • Use programme data and information from accountability mechanisms in adaptive management of the programme
  • Work collaboratively with the Supply Chain team to ensure timely, effective and accountable management of the Nutrition supply chain, including procurement, for all Nutrition programming
  • Ensure good communication is established and maintained between the programme, supply chain and finance teams
  • Anticipate and raise technical, operational or management issues in a proactive, timely manner and problem solve with appropriate technical, operational or management personnel to resolve in a timely manner
  • As a senior member of staff, proactively monitor the political, military and security situation in the project area and ensure risks and constraints are taking into account in programme management
  • Prioritise team security by ensuring that security standards and protocols are met by teams at all times
  • Ensure that best practice in terms of child safeguarding is applied at all times

Human Resources Management:

  • Lead the recruitment of line managed staff
  • Enhance technical and management skills of Nutrition staff through formal and informal training
  • Maintain a conducive work environment through appropriate delegation, coherent management communication, and rewards for good work
  • Ensure that regular performance appraisals are carried out and as per SCI standard requirements and effectively manage poor performance in a timely and effective manner

Coordination and Representation:

  • Represent SCI programmes and policy positions at the Cluster or with provincial level authorities with integrity and humility
  • Maintain a close, collaborative relationship with provincial health and nutrition officials, ensuring a respectful and productive partnership
  • Maintain collaborative communications with other humanitarian actors such as UNICEF, WFP and NGOs, and build partnerships as required/strategic, with support from the Area Manager and Nutrition TA.

Program Development:

  • Input into or play a major role in: needs assessment, programme design, concept notes and proposal development, and budgeting in the nutrition sector, in collaboration with the Area Manager, Nutrition TA, and business development staff
  • Ensures relevant authorities and stakeholders are included in program planning and implementation within the program area
  • Plays a major role in any follow-on programme design

QUALIFICATIONS AND EXPERIENCE

Essential

  • Significant and successful management experience in Health and Nutrition programmes in emergency or fragile states contexts
  • Previous first phase emergency response experience
  • Master degree preferred in Public Health, Nutrition, or a related subject
  • Experience of and commitment to working through systems of community participation and accountability
  • Demonstrated monitoring and evaluation skills
  • Proven capacity to supervise, train and coach staff in Nutrition technical skills
  • Experience of representation and ability to represent SC effectively in external forums.
  • Experience of preparing successful funding proposals for donors
  • Ability to write clear and well-argued reports
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Fluent written and spoken French, and substantial level of English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
