Contexte et mission :

STATEMENT OF DUTIES 1. General Statement of Purpose of the Contract The USAID Development Assistance Specialist – Health Systems Strengthening (HSS) (the “Specialist”) is a senior professional and expert providing strategic, technical, analytical, and management guidance on HSS. The Specialist serves as USAID’s senior advisor on HSS issues, providing leadership in identifying strategic and tactical opportunities for USAID investment in HSS. The incumbent serves as the in-house subject matter expert on HSS, and the Mission’s senior representative in alliance building, policy, strategic and technical engagements with the U.S. Government interagency, the Government of the DRC, multi- and bilateral organizations, foundations, civil society, private sector organizations, and other stakeholders in HSS. The Specialist has a sophisticated understanding of and broad expertise in the design, budgeting, implementation, monitoring, and management of global health programming, and particularly in programming for systems strengthening. The Specialist is responsible for coordinating with the DRC’s Ministry of Health and other relevant Ministries, for supporting current and new HSS related initiatives, and serves as a member of the donor coordination group. The Specialist is the Team Lead for the Health Office’s HSS Team eight-person team (including the Specialist). The incumbent reports to the Health Office Director or designee and has formal supervisory responsibility for three staff members, who in turn supervise the remaining staff members on the team. In this senior role, the incumbent is responsible for ensuring USAID/DRC has the necessary strategic, technical and management expertise to effectively carry out HSS activities. As the supervisor of locally employed professionals, the Specialist sets staff annual work objectives; conducts staff performance evaluations; manages awards, reviews, and revises position descriptions; and develops and manages staff training plans. The incumbent supports the USAID Health Office Director in budget planning, and monitoring of obligations, commitments and expenditures for USAID grants, contracts, cooperative agreements, and other implementing mechanisms. The incumbent prepares detailed analyses and estimates of annual funding needs for future budget years for all the team’s activities. In support of the Health Office Director, the Specialist serves as the point of contact for requests for information from the U.S. Embassy and USAID/Washington. The incumbent recommends and organizes site visits for VIP visitors and provides clear briefings to visitors on the USAID portfolio. S/he acts as a quality controller for the USAID Health Office and verifies the quality of USAID Health Office responses to requests for information such as providing USAID project information to USAID/W inquiries.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION Determines minimum qualifications required for the position. Offerors who do not meet all of the education, work experience and language factors are considered NOT qualified for the position. a. Education: Master’s degree, or local equivalent, from an accredited institution in a relevant profession, including public health, public administration, international development, nursing, epidemiology, organizational development, medicine, law, economics, or business management. b. Prior Work Experience: A minimum of seven (7) years of progressively responsible, professional-level experience in developing, implementing, and/or monitoring and evaluating health systems strengthening activities (such as human resource planning and management, community health workers, task shifting, in-service training provision, policies and/or other related areas). Experience collaborating with and/or working for the USG, other multi- or bilateral agencies, host country government, private-sector institutions, or other related organizations. At least one year of supervisory experience is required. c. Language Proficiency: Level IV fluency in English and in French, both written and spoken, is required. Language competence may be tested.
