Contexte et mission :
1. General Statement of Purpose of the Contract The incumbent serves as a Financial Analyst (FA) in the Office of Financial Management (OFM) and reports to the Supervisory Financial Analyst, with general and specific guidance and direction received from the Controller with responsibility for: (a) Providing financial management services to USAID/DRC in the design, implementation, monitoring , evaluation and closeout of programs and activities and actively participate and proactively contribute in all stages of the Development Objectives (DO) implementation plan cycle including audit using both technical and interpersonal skills ; (b) Promoting sound financial management policies, procedures and practices which advance the mission’s goals and objectives through timely collection and dissemination of accurate financial information, advisory and analytical services to USAID partners and other constituents; (c) Establishing value-added business processes coupled with the ability to communicate responsive strategies and to fully apply federal financial standards; (d) Strengthening USAID/DRC financial management systems to effectively and efficiently account for USG funds while maintaining a strong focus on preserving fiscal integrity and internal controls to prevent waste
fraud, misuse and abuse. Implement the Financial Audit /Review Planning and Implementation Process, Audit Management, Resolution and Closure program. Coordinate the Annual Federal Managers’ Financial Integrity Act (FMFIA) and the Enterprise Risk Management (ERM) reviews, and semi-annual Management Control Review Committee (MCRC) meetings. The FA designs and participates in Financial Management Training workshops. The FA submits financial reports such as the Quarterly Review Reports (QFRs), pre-award surveys, financial reviews and ad-hoc reports as required. The FA works independently or in teams with minimum supervision and serves as the principal financial advisor to the Mission. The FA will primarily support USAID/PEPFAR programming, the HIV team in the Health Office. The job holder is required to perform work-related travel in Democratic Republic of Congo up 15% in order to perform assigned duties.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION Determines basic eligibility for the position. Offerors who do not meet all of the education, experience and language factors are considered NOT qualified for the position. a. Education: Possession of the equivalent of a US bachelor’s degree in accounting, finance or business administration (or its equivalent in type, scope and thoroughness in public or private accounting/financial systems and practice) is required. b. Prior Work Experience: At least five (5) years of progressively responsible experience in professional accounting, auditing, or organizational development is required. c. Language Proficiency: Level IV French and level IV English are required.
